Sustainability in EU construction promoted

The European Commission has begun an ELIOS feasibility study entitled “Liability and insurance regimes in the construction sector; national schemes and guidelines to stimulate innovation and sustainability”.

The project will assess the liability and insurance systems across the EU and analyse the effect of the current systems on the construction sector and service quality.

It will also attempt to identify good practices and formulate solutions to promote sustainability and innovation.

Jean Roussel, CEO of Centre d’Etudes d’Assurances (part of the research team involved), has stated that there is a huge diversity of liability regimes and of insurance practices throughout the EU.

Roussel went on to say that certain needs were common across the EU, such as construction services, innovation, sustainable development or consumer protection.

The research team is of the view that harmonisation of liability and insurance regimes is probably not an achievable end.

They opine that a better solution would be to develop tools aimed at encouraging innovation, high quality construction and performance guarantees for clients.
